BCAS Director General Zulfiquar Hasan stressed that airport operators are accountable for arranging infrastructure, including screening, to implement the guidelines. Hasan added that if airlines fail to deboard passengers voluntarily, airport security personnel will monitor the situation and instruct them to do so if necessary.

The new guidelines may not clarify how to address the issue of passengers being stranded in the aircraft because airlines avoid unloading them until the doors are closed, placing the flights in the departure queue.
This situation could become problematic, especially during the winter season when flights are held up in the departure queue, and deboarding would result in the airline losing its position.
Hasan stated that if there is an aircraft change after passengers have boarded, the baggage handlers will directly transfer the luggage from the existing plane to the new one. He further explained that passengers will be permitted to proceed to the boarding area of the departure terminal.
To minimize the time spent by passengers stuck in aircraft and then having to go through the entire check-in process again, airports will implement the rollout of full-body scanners in cases where annual passenger traffic exceeds 5 million. Why Has This Rule Been Implemented?
On January 17, BCAS fined IndiGo and MIAL ₹1.80 crore for passengers having food on the airport runway. Many passengers rushed out of an IndiGo aircraft at Mumbai airport and sat on the tarmac, having food, after their diverted Goa-Delhi flight landed following a long delay on January 14.
